In August of 1996, the San Jose Mercury News published a three-part investigation by Gary Webb into the U.S. government’s links to the trade in crack cocaine in South Central Los Angeles. Webb’s investigation uncovered links between the Central Intelligence Agency’s covert war against Nicaragua and convicted Los Angeles drug dealer “Freeway” Ricky Ross, whom the Los Angeles Times in 1994 had dubbed the “one outlaw capitalist most responsible for flooding Los Angeles’ streets with mass-marketed cocaine.” (20 December 1994 p. A20)
The (admittedly sensationalized, but basically accurate) story generated much controversy, and heated denials from the mainstream media (in particular the local paper of record, whose editor Shelby Coffey III couldn’t bear the thought of someone else beating his paper out on a major story in his own backyard). This vehement denegation, however, is largely inconsistent with the historical record (some of which has been, and continues to be, reported in these same papers).
This web site is part of a long-standing research project of mine. As a scholar working at the interstices of speech communication and cultural studies, I have been investigating the public discourse surrounding the “war on drugs” as an exercise in disciplinary social control. According to many sources, it was Cheney – and not Bush – who authorized the shootdown of planes on 9/11. See, for example, this Washington Post story. Perhaps the reason that Cheney, and not Bush, authorized the shootdown was that Cheney became the head of the “shadow” government instituted on 9/11 under Continuity of Government measures. In other words, he became the real Commander-in-Chief of the COG government.

Senior administration officials apparently shared Enrique Bermudez’s situational ethics. After all, President Reagan had hailed the contras as the “moral equivalent of the Founding Fathers.” They could not be unmasked as drug dealers. . .

Revelations that the National Security Agency (NSA) has engaged in warrantless eavesdropping in violation of the Foreign Intelligence Surveillance Act prompted President Bush to admit last month that in 2002 he directly authorized the activity in the wake of 9/11.
But there are reasons to suspect that the illegal eavesdropping, and the related program of illegal detentions of U.S. citizens as well as foreign nationals, began earlier. Both may be part of what Vice President Dick Cheney has called the Bush administration’s restoration of “the legitimate authority of the presidency” — practices exercised by Nixon that were outlawed after Watergate.
In the 1980s Richard Cheney and Donald Rumsfeld discussed just such emergency surveillance and detention powers in a super-secret program that planned for what was euphemistically called “Continuity of Government” (COG) in the event of a nuclear disaster. (Emphasis added throughout)

Pulling back now and looking at the four biggest “deep events” of the last four decades – the JFK assassination, the Watergate break-ins, Contragate, and now 9/11 – we see that their common denominator is drug-trafficking. Why is this? In the first three the deep state worked with assets outside civil society and beyond the rule of law. We need to stand back and consider the implications of this recurring phenomenon. In deep events the drug connection is at first vociferously denied; then it is belatedly admitted, but only after reporting journalists like Gary Webb have been driven from the journalistic profession. As a result, the role of drug-trafficking in deep events is like the elephant in the American political living room, rarely captured on film, and even more rarely discussed in polite discourse.
Very few notions generate as much intellectual resistance, hostility, and derision within academic circles as a belief in the historical importance or efficacy of political conspiracies. Even when this belief is expressed in a very cautious manner, limited to specific and restricted contexts, supported by reliable evidence, and hedged about with all sort of qualifications, it still manages to transcend the boundaries of acceptable discourse and violate unspoken academic taboos. (…) The mere mention of the word ‘conspiracy’ seems to set off an internal alarm bell which causes scholars to close their minds in order to avoid cognitive dissonance and possible unpleasantness, since the popular image of conspiracy both fundamentally challenges the conception most educated, sophisticated people have about how the world operates and reminds them of the horrible persecutions that absurd and unfounded conspiracy theories have precipitated or sustained in the past. Of all the books on 9/11 Peter Dale Scott’s learned The Road To 9/11 (University of California Press, 2007) deserves special recognition for situating the events of 9/11 in an intelligible, albeit complicated, context. Unlike other leftist social critics who see a simple narrative in government actions, Peter sees rich textures in what he calls ‘the deep state.’ An agnostic about what actually happened on 9/11 Peter nevertheless convincingly and powerfully argues that everything is not as it seems.
