Complete 911 Timeline: Michael Mukasey, Day of 9/11, Osama bin Laden - Additions as of April 20, 2008

More material has been added covering the NSA’s surveillance of Ahmed al-Hada, father-in-law of alleged Pentagon hijacker Khalid Almihdhar. Both President Bush and Vice President Cheney used the non-exploitation of calls between his phone in Yemen and the hijackers in the US to justify the NSA’s warrantless wiretapping program in January 2006. Attorney General Michael Mukasey and Director of National Intelligence Michael McConnell attributed the failure to trace the calls to a 1981 executive order earlier this year, and Mukasey bizarrely then claimed that one of the calls was between the US and Afghanistan, rather than Yemen. This confused the media somewhat, and a group of congressmen asked Mukasey for an explanation. (…)

  • Not only were no NORAD intercept planes scrambled for well over half an hour after the first plane gave indications of trouble at 8:17 am, NONE were ever scrambled to defend DC and P-56, the most protected air space in the country.
    • Available planes in Canada were not scrambled, which regularly protect New York air space.
    • Available planes at Andrews AFB and Anacostia NAS proximate to DC were not scrambled.
    • Planes scrambled from Langley AFB, 130 miles south of DC, were sent to NYC and asked to confirm the hit on the Pentagon on the way there.
    • In addition, planes scrambled from Otis AFB in CT, sent too late to intercept the two NY attack planes, turned to intercept Flight AA77 headed to DC and were called back.
    • Fighter pilots from Pomona AFB in Atlantic City, NJ, on military maneuvers, within sight of the first tower burning in NYC were called back to base.
    • Planes in the air over North Carolina, based out of Andrews AFB were not tasked. . .
  • Army Brigadier General Montague Winfield, in charge of the the National Military Command Center (the Pentagon War Room) on the morning of 9/11, and in an open phone bridge communication with FAA, NORAD, White House and other agencies, getting real time information on the planes as they went off course, said on a CNN special anniversary program that the US Air Force did not respond right away because the FAA was tracking four seemingly unrelated hijackings. This makes no sense. . . .
  • Even though the Pentagon was attacked directly, the headquarters of the Department of Defense and the Joint Chiefs of Staff, none of its own internal defense mechanisms were used that day. In addition, not a single investigation, court of inquiry or courts-martial has ensued following the attack to determine responsibility….
    Even the Commander-in-Chief showed a lack of any urgent concern, despite having known about the first plane hitting the WTC before he joined an elementary school class in Florida for story reading, and despite being informed by aide Andrew Card of the second building being hit. Instead, Bush sat with the students and read until the entire scenario had unfolded.
  • According to the Washington Post, the Pentagon went to an Alpha security and defense alert once news of the WTC attack was reported, and after their building was hit, they went to a Charlie level of security. This is a scale from A-Alpha to B-Beta, C-Charlie, D-Delta. However, in 1999, facing phoned bomb threats, the Pentagon was on Delta alert, it’s highest level. Why would it not have risen that high once they were under attack, or previous to the attack that day?

Saeed’s 9/11 Role is First Revealed

By now, the al-Qaeda 9/11 plot was in motion. Someone in the United Arab Emirates (UAE), using an alias, periodically wired money to and from hijackers Mohamed Atta and Marwan Alshehhi between June 2000 and the day before 9/11. [MSNBC, 12/11/01] The identity of this person has been a highly disputed subject. On September 23, 2001, it was first reported that authorities were now (finally) looking for Saeed Sheikh, though it wasn’t explained why. [London Times, 9/23/01] The next day, it was reported that the 9/11 “paymaster” had been found, using the alias “Mustafa Ahmed.” [Newsweek, 9/24/01] On October 1, 2001, the Guardian reported, “The man at the center of the financial web is believed to be Sheikh Saeed, also known as Mustafa Mohamed Ahmad,” but it wasn’t immediately clear who this person was. [Guardian, 10/1/01] On October 6, CNN revealed that “US investigators now believe Sheik Syed, using the alias Mustafa Muhammad Ahmad, sent more than $100,000 from Pakistan to Mohamed Atta.” More importantly, CNN confirmed that this was in fact the same Saeed Sheikh who had been released from an Indian prison in 1999. [CNN, 10/6/01]

On October 7, 2001, Pakistani President Musharraf fired Lt. Gen. Mahmood Ahmed, the head of the ISI. The next day, some newspapers, mostly in India but also in Pakistan, shockingly said he was fired for his role in the 9/11 attacks. [Press Trust of India, 10/8/01] For instance, a Pakistani newspaper stated, “Lt. Gen. Mahmood Ahmed has been replaced after the FBI investigators established credible links between him and Umar Sheikh, one of the three militants released in exchange for passengers of the hijacked Indian Airlines plane in 1999… Informed sources said there were enough indications with the US intelligence agencies that it was at Gen. Mahmood’s instruction that Sheikh had transferred 100,000 US dollars into the account of Mohammed Atta…” [Dawn, 10/9/01] Indian newspapers claimed that Indian intelligence had been instrumental in helping to establish the connection. [Times of India, 10/9/01, India Today, 10/15/01, Agence France-Presse, 10/10/01, Daily Excelsior, 10/18/01] Yet this explosive story was barely mentioned in the West. [Australian, 10/10/01, AFP, 10/10/01] In the US, surprisingly, the only mention was in a one short piece in the Wall Street Journal, mentioning that, “The US authorities… confirm[ed] the fact that $100,000 [was] wired to WTC hijacker Mohammed Atta from Pakistan by Ahmad Umar Sheikh at the insistence of General Mahmood.” [Wall Street Journal, 10/10/01] Most other Western accounts simply explained Mahmood was fired for being too close to the Taliban. New entries this week cover a wide variety of topics. Regarding the 9/11 Commission, members and staff were dismayed by Laurie Mylroie’s Iraq-al-Qaeda potboiler, as was a CIA expert who had the misfortune to sit on the same panel as Mylroie, and the Jersey Girls. Staffers were appalled by executive director Philip Zelikow’s rewriting of a staff statement to imply Iraqi connections to al-Qaeda, and forced him to back down. Zelikow finally accepted the lack of connections between Iraq and al-Qaeda, but Vice President Cheney did not.

Complete 911 Timeline: BCCI and Terrorism Finance

    Most entries added to the 9/11 Timeline this week deal with terrorism finance in general and the criminal Bank of Credit and Commerce International (BCCI) in particular. Between 1979 and 1991, the US government received over 700 tips about criminal activities by BCCI, which repeatedly saved Pakistan from financial ruin and funneled money to A. Q. Khan’s nuclear program, but essentially ignored all 700 of them. BCCI dominated the supply chain of CIA supplies and weapons for the Afghan mujaheddin and was also used by the CIA to pay 500 British informants and for another slush fund, of which the CIA failed to notify US customs. The NSC gained a clear picture of BCCI’s criminal activities from CIA reports, but a US senator was kept in the dark about them. The Pakistani government allowed drug traffickers to use BCCI, which was linked to Osama bin Laden, and a huge munitions explosion towards the end of the Soviet-Afghan war hid the fact that that money for the mujaheddin was being diverted to A. Q. Khan.

    At approximately 8:48 a.m. on the morning of September 11, 2001, the first pictures of the burning World Trade Center were broadcast on live television. The news anchors, reporters, and viewers had little idea what had happened in lower Manhattan, but there were some people who did know. By that time, the Federal Aviation Administration (FAA), the North American Aerospace Defense Command (NORAD), the National Military Command Center, the Pentagon, the White House, the Secret Service, and Canada’s Strategic Command all knew that three commercial airplanes had been hijacked. They knew that one plane had been flown deliberately into the World Trade Center’s North Tower; a second plane was wildly off course and also heading toward Manhattan; and a third plane had abruptly turned around over Ohio and was flying back toward Washington, DC.

    So why, at 9:03 a.m.—fifteen minutes after it was clear the United States was under terrorist attack—did President Bush sit down with a classroom of second-graders and begin a 20-minute pre-planned photo op?     Latest Findings Raise New Questions about Hijackers and Suggest Incomplete Investigation

    A contributor to the History Commons has obtained a 298-page document entitled Hijackers Timeline (Redacted) from the FBI, subsequent to a Freedom of Information Act request. The document was a major source of information for the 9/11 Commission’s final report. Though the commission cited the timeline 52 times in its report, it failed to include some of the document’s most important material.

    The printed document is dated November 14, 2003, but appears to have been compiled in mid-October 2001 (the most recent date mentioned in it is October 22, 2001), when the FBI was just starting to understand the backgrounds of the hijackers, and it contains almost no information from the CIA, NSA, or other agencies. This raises questions as to why the 9/11 Commission relied so heavily on such an early draft for their information about the hijackers.
