Bush’s warning to Iran after a confusing incident involving U.S. ships and Iranian speedboats in the Strait of Hormuz is reviving memories of a fateful 1964 confrontation in North Vietnam’s Gulf of Tonkin. Former CIA analyst Ray McGovern writes that U.S. intelligence should have spoken truth to power then — as it must now.
